Vesper rules preserve authenticated disagreement until a case review can account for it without discarding inconvenient records.
VSO–0: Applicability Before Cause
A procedure may apply when its consequences can be inspected and its cause remains pending. This governs the interval between “already required” and “not yet happened.”
VSO–5: Documentary State Control
Records may be Submitted, Approved, Remembered, Denied, or Not Yet Written. A single file may display more than one label when its administrative history is disputed.
Public summaries do not determine whether these states behave like ordinary revisions. Reviewers compare the records themselves.
VSO–8: Reserved Volumes
A reserved volume remains clear of unrelated materials while its assigned record is under review. Conflicting dimensions and boundary notes remain attached until the case establishes which controls apply.
Interpretation principle
Vesper prefers the smallest statement that preserves all inspected consequences. Deleting either of two authenticated records is considered a material alteration.
